It is intended to be a situation where you have more than one person responsible for the I.T. This does not necessarily mean two equal persons, but really one person responsible for the I.T. with a very good second person as backup.

Having only one person leaves you vulnerable to sickness or them leaving. If they go, so does all your expertise. You need to build in back-ups to your human systems as well.
