It is virtually impossible to have an efficient I.T. System, if there is no System for controlling the paperwork.

The first step must always be to control the paperwork flow. I.T. generally requires the inputting of information at some point. If this input relies on paperwork which is itself uncontrolled, then errors will occur and your efficiency is thus reduced.
